Security Measures

All of CITGO's refineries are required to be in compliance with the Maritime Transportation Security Act with the Department of Homeland Security frequently inspecting the refineries to ensure compliance. CITGO has worked successfully in cooperation with the National Petrochemical Refiners Association and the American Petroleum Institute to develop a security vulnerability analysis and methodology specific to the company's facilities.

CITGO has raised the benchmark on security programs, investing $26 million in 2004 to protect company assets through access controls, state-of-the-art communications, designated restricted areas, counter surveillance and monitoring, personnel training and incident reporting.

Homeland Security Measures
In addition to these programs, CITGO works closely with the United States Coast Guard, FBI Joint Terrorism Task Forces, and other state and local law enforcement organizations relevant to the company's security operations.

With specific regard to Homeland Security measures, CITGO keeps its employees informed of possible terrorist threats through the national advisory system and its color-coded threat levels. CITGO remains prepared to protect its employees and facilities from a potential terrorist attack.

Each facility has security measures outlined to correspond with the Homeland Security Threat Advisory System, as well as the Maritime Security Threat Advisory System. However our most powerful security measure is the vigilance of our employees, contractors, and the citizens in our local communities. Any suspicious activity or threats to CITGO facilities should be immediately reported to your local police department by dialing 9-1-1.
