Carlos E. Jordá is the Chief Executive Officer & President of CITGO Petroleum Corporation and is also a Director for both CITGO Holding, Inc. and CITGO Petroleum Corporation.
Mr. Jordá has 50 years of experience in the international oil and gas industry. Prior to CITGO, he served as a Director at Delek US Holdings, Inc., a refining and marketing firm, and as a Consultant in Gaffney, Cline & Associates, where he advised oil companies in both upstream and downstream operations in the United States and abroad. He started his professional career in the 1970s in Petróleos de Venezuela, S.A. (PDVSA) where he held several top executive positions in refining, corporate planning, finance and upstream, including Vice President of Refining, Vice President of PDVSA, and President of PDV America. He also served as chairman of the CITGO Board of Directors from 1999 – 2002.
Mr. Jordá holds a Chemical Engineering degree from the Michigan Technological University and Universidad Central de Venezuela.
Edgar Rincón was named Chief Operating Officer & Executive Vice President in July 2020. Before joining CITGO he served as Senior Vice President of Operations for the Western Hemisphere for Nabors Industries, overseeing the company’s business in seven different countries. Edgar also held the roles of Senior Vice President of Operations for the United States, Chief Procurement Officer and Vice President of Supply Chain at Nabors.
Prior to Nabors, Edgar spent six years at Pacific Drilling in various leadership positions, and he also worked for nearly 10 years at McKinsey & Company as a strategic, operational and management advisor to multinational energy companies.
Edgar holds an MBA with distinction from the Stephen M. Ross School of Business at the University of Michigan and a bachelor’s degree in mechanical engineering from the Universidad Simón Bolívar.
John Zuklic was named Chief Financial Officer (CFO) and Vice President Finance in November 2020. Before joining CITGO he served as Vice President of ERP Transformation at Phillips 66, where he also held several executive-level positions, including Vice President and Treasurer, General Manager Global Trading Risk and Business Compliance, and Assistant Treasurer, among others.
Before his tenure at Phillips 66, John worked for BP in finance and risk management. He also spent four years in the United States Army as an Aviation Officer/Assistant Operations Officer and Flight Platoon Leader.
John holds an MBA in Finance and Operations Management from The University of Texas at Austin and a Bachelor of Science in Mechanical Engineering from Colorado School of Mines.
Steven Scarpino was named Chief Ethics and Compliance Officer in April 2021. He has nearly two decades of experience leading corporate ethics and compliance efforts. Before joining CITGO he served as Director, Ethics and Compliance, Global Programs in BP for 12 years, overseeing all efforts to establish and continuously improve a high-quality ethics and compliance program in the company. Prior to BP, he held director and managerial roles in the areas of compliance, privacy, corporate social responsibility, business development and financial services among others at NCR Corporation, AT&T GIS, and Greyhound Lines, Inc.
Steven holds a Bachelor of Science in Business Administration, Management Science from the University of Iowa.
Jack Lynch was named Vice President of Legal & Government Affairs in October 2019 and also served as Chief Compliance and Ethics Officer from early 2020 through April 2021. He is also a Director of CITGO Petroleum Corporation and serves as the Board Secretary for CITGO Petroleum Corporation, CITGO Holding, Inc. and PDV Holding, Inc.
Mr. Lynch has more than 40 years of legal experience, including 18 years in the oil and gas industry, where he has held leadership positions at the domestic and international level. Before joining CITGO in 2019, he was active in private practice and, prior to that, he was with British Petroleum (BP) from 1998 until 2016 serving in various roles, including Senior Vice President and U.S. General Counsel, Global Compliance and Ethics Officer, Global Corporate Counsel, and Deputy Group General Counsel. Prior to BP, he was with Caliber System Inc. and Squirre, Sanders, & Dempsey.
Mr. Lynch holds a Bachelor of Arts degree in Economics from Hamilton College and a Juris Doctor from Case Western Reserve University School of Law.
Balvy Bhogal-Mitro was named Vice President of Strategic and Corporate Planning in June 2021. She has 33 years of energy industry experience and has been with CITGO since 2005. She most recently served as Assistant Vice President Strategic and Corporate Planning, where she was also instrumental in helping the Company secure new debt and refinance existing debt, as well as regularly providing economic and market analyses for investors and other key stakeholders. Prior to CITGO, she held positions in process engineering, operations, economics and planning, and capital investments at Lyondell-CITGO Refining, L.P., Koch Refining and Shell Canada Products, Ltd.
